Revised Children's Social Media Bill Passes State House

The Pennsylvania House of Representatives has passed a revised bill regulating children's use of social media. The bill, which passed with a 105-to-95 vote, was extensively rewritten after initial versions raised concerns about privacy rights and potential free speech violations.

The legislation, sponsored by Rep. Brian Munroe, D-Bucks, requires social media platforms to allow users to report 'hateful conduct,' such as threats or bullying, and to publicize a policy for responding to such reports. It also mandates parental consent for users under 18 and prohibits 'data mining' of users in this age group.

Munroe argued that the bill's provisions are similar to age-related restrictions on activities like movies, driving, and drinking alcohol. He also noted that the bill was developed with the help of students from his district who had produced a documentary on the pitfalls of social media.
