PA chef warning about serving horse

A Pittsburgh restaurant owner is taking some heat from the U.S. Department of Agriculture.  Cure owner Justin Severino did a collaborative meal with two Canadian chefs last week and the trio served horse tartare.  Horse meat is not illegal in the state but the USDA does not allow it to be imported for human consumption.  Severino was warned by the USDA and could be prosecuted if he serves horse again.
