Three people are in custody after being caught with an ATM skimming device in Dover. The suspects were also found to be in possession of multiple blank credit cards from different banks and a pack of new chip cards still sealed in plastic. Police say the trio used the skimmer to illegally gather data from a bank card and then make new cards. All three were charged with access device fraud last week.
