Four Charged With Operating Illicit Massage Parlors

Four individuals have been charged with operating illicit massage parlors in Lemoyne, Pennsylvania. The Cumberland County District Attorney's Office announced the arrests following a year-long investigation into New QQ Spa and Azalea Spa, which revealed signs of human trafficking.

The suspects, Wei Wu, 49, of Lemoyne; Jun Chen, 40, of Enola; Ying Zhang, 68, of Lemoyne; and Liling Xu, 63, of Middletown, face multiple charges, including eight felonies and two misdemeanors related to prostitution and human trafficking. The investigation, which began in January 2025, was initiated by an anonymous tip about illegal activities at New QQ Spa.

According to WGAL, police discovered that both spas were offering sexual services in exchange for money and had frequent rotations of workers living on-site, indicating potential trafficking. The investigation further linked New QQ Spa to Azalea Spa, with Xu and Chen identified as key figures in the operations.

Authorities used surveillance and undercover operations to gather evidence, including bank slips and used condoms found in the spas' trash. The investigation also revealed that Xu filed business permits for both spas and was involved in financial transactions, according to FOX43.

While Wu, Chen, and Zhang are in custody with bail set at $100,000 each, Xu remains at large with an active arrest warrant. The arrests are part of Cumberland County's ongoing Closed2Trafficking initiative, which has led to 145 human trafficking-related arrests since 2023.

The investigation is ongoing, with authorities continuing to examine the extent of the operations and any additional individuals involved.
