Two Women Charged in Lebanon County Spa Sex Trafficking Ring

Two massage parlor owners are facing serious charges for allegedly trafficking Asian women for sexual services at spas in Lebanon County, Pennsylvania.

Chiao Ling Chiang, 53, of Philadelphia, and Pei Chi Wu, 49, of Houston, Texas, have been charged with multiple felonies including trafficking in individuals, involuntary servitude, corrupt organizations, and prostitution, according to the Lebanon County District Attorney's Office.

The charges follow a lengthy investigation by the Lebanon County Human Trafficking Task Force into two locations: Smile Spa on Cornwall Road in Lebanon and New Cindy Spa (also known as Yoko Spa or New Yoko Spa) on West Penn Avenue in Cleona.

Investigators executed a search warrant at Smile Spa in July 2025, where they found two Asian women living and working on the premises. The investigation revealed that Chiang and Wu allegedly staffed the spa with women who were expected to perform sexual acts under the guise of providing massages.

"The females were rotated to other spas over time; the general premise is to prevent the females from developing local contacts or a means of escape," stated the district attorney's office.

The women reported they were instructed to "do whatever the clients want" and "keep the clients happy," which included various sexual acts. They also expressed fear of the defendants, saying they had suffered threats of violence from Wu.

Several male customers interviewed by police admitted to receiving sexual services from the female workers. An undercover officer who visited Smile Spa was also offered sexual acts for additional payment.

In January 2026, authorities expanded their investigation to New Cindy Spa, which was formerly owned by Chiang and Wu. Though under new ownership, investigators found an Asian woman living at the location who performed sexual services dating back to when the defendants owned the business.

Lebanon County District Attorney Pier Hess Graf emphasized the complexity of these cases in a statement: "The investigations into the Asian massage parlors are layered and never ending. Law enforcement has the arduous task of closing the physical location and ceasing the illicit sexual acts. We have a duty to go farther – to identify the persons who are placing these women into the spas, who sell a dream of a better life to the guileless but then deliver instead a life of forced sex work."

According to officials, the women were often brought to the United States under false pretenses of legitimate employment. The district attorney's office explained that victims typically "do not speak the English language, have no local connections, and no way to ever 'pay off' their traffickers for inflated and falsified-owed sums."

Court records show that Chiang and Wu have not yet been arraigned on their charges. The investigation remains ongoing, and authorities are asking anyone with information to contact the Lebanon County Detective Bureau at 717-228-4403.
