The Lebanon County Children and Youth Services (LCCYS) is under investigation by the District Attorney's Office for alleged negligence that resulted in harm to children. The investigation was prompted by a recent incident where a one-year-old child was returned to a home with suspected abusers, leading to further abuse. District Attorney Pier Hess Graf stated that the office is looking into multiple cases of alleged inaction and negligence by LCCYS caseworkers, which have reportedly led to serious injuries and deaths among children.
In a particular case, a LCCYS caseworker returned a one-year-old to the home of their biological mother and her cousin, despite ongoing abuse investigations. The child's father later reported additional abuse, prompting police intervention. Officers found the child with injuries, hidden under blankets, and subsequently charged the mother and cousin with abuse.
According to WGAL, Graf emphasized the importance of protecting children, stating, "One child hurt or killed while in their care is too many." The DA's office is urging the public to report any known instances of LCCYS placing children in unsafe environments.
Lebanon County Commissioners acknowledged the challenges faced by LCCYS in balancing child safety with family reunification. They stressed that while the agency operates under state guidelines, the reality of child welfare can be complex and difficult.
