Union says strike still on the table after HACC contract negotiations carry into the night

HARRISBURG, Pa. (WHP) — The union that represents faculty at Harrisburg Area Community College says it will move forward with plans to strike after overnight negotiations with the college failed to yield a full contract agreement.

The Harrisburg Area Community College Education Association said its members negotiated with HACC for over seven hours Tuesday evening, with talks lasting until 1:15 a.m. Wednesday.

"The HACCEA negotiations team said they would stay all night to continue the momentum, but the college ended last night’s talks," HACCEA said in a press release Wednesday morning.

HACCEA said not enough progress was made during the talks, though it and the college have come to an understanding on three new fronts regarding intellectual property, department chairs, and rank/promotions.

"While HACCEA was happy to see progress made on these open issues, we are extraordinarily disappointed that only those three items saw progress," the HACCEA negotiations team wrote.

The teachers' union said it offered the college two more negotiation dates: Friday, Oct. 31 and Wednesday, Nov. 5.

At this point, HACCEA said it will continue to move forward with its planned strike, though it's unclear at this point what date that would take place.

In response, HACC said it is disappointment in the union's decision, saying it offered a fair and competitive compensation package, in addition to "excellent working conditions" that support both staff and students.

"HACC remains fully committed to bargaining in good faith and to reaching a collective bargaining agreement that is fair, fiscally responsible and aligned with our mission to serve students and the community," the college wrote in a statement.
