A 42-year-old man from Lancaster County, Pennsylvania, Felix Ortiz Junior, was arrested on November 4th after crashing into a home in Manheim Township while allegedly under the influence of an illegal substance. According to the Manheim Township Police Department, Ortiz was hallucinating at the time of the incident.

Earlier in the day, Ortiz had been seen running around in public nude and under the influence of PCP. After the crash, a witness saw Ortiz flee the scene. He was later spotted by an officer driving a different vehicle and leaving the residence. The officer initiated a traffic stop and arrested Ortiz.

While officers were at the scene of the crash, two victims approached them and reported that a man matching Ortiz's description had attempted to break into their home. They provided Ring camera footage of the incident to the police.

At the police station, Ortiz admitted to driving the vehicle, soaking cigarettes in an illegal substance, and inhaling the drug which caused him to hallucinate. He explained that he was driving and began to see hallucinations, so he exited the vehicle while it was still in motion. He then attempted to get help, which is when he tried to enter the residence. Afterward, he went home and took a relative’s vehicle to return to the crash scene and retrieve the crashed vehicle.

Ortiz was taken into custody and committed to Lancaster County Prison. He faces charges including two counts of DUI-Controlled Substance, one count of Criminal Trespass, two counts of Driving Under Suspension (DUS) - DUI Related, one count of Accident-Damage Attended, one count of DUS, one count of Reckless Driving, and two counts of Unauthorized Use of a Vehicle.
