(Harrisburg, PA) -- Gov. Josh Shapiro is outlining more details about his plan to consolidate Pennsylvania's community colleges and state universities. During a Tuesday visit to the Community College of Allegheny County, the governor talked about a compilation by the state Department of Education that he says is a "living, breathing document." It calls for community colleges and state universities being equal partners in a new public system with a new governance structure. He also says the state wouldn't dissolve existing local governing boards that oversee the community colleges. Another component would be to give low income students the chance to pay only a thousand dollars each semester for tuition. That would apply to those whose families earn 70-thousand-dollars or less.
