On Monday night, Robert Vicosa, drove alongside a creek until the stolen vehicle he was driving went underwater, according to police.

At the time, he and his two daughters, now possibly wet and cold found shelter in an unoccupied camper on Huson Road.

On Tuesday, the owner of the camper noticed a car had gone into the creek, and that is when police say she came face-to-face with Robert Vicosa.

Baltimore Police officials say she is currently suspended from the department and has been stripped of her police powers.

At this point, police are unsure if Bynum and Vicosa are together, or the whereabouts of the girls.

During the news conference, police read a statement from the mother asking for her girls’ safe return.

“I am anxiously awaiting their return. I miss them and love them. I need them home," the statement read.

Because of the uncertainty of the car, York Area Regional Police are holding off issuing an Amber Alert. Robert Vicosa is considered armed and dangerous, so police say, call 9-11 if anyone has any information.
