Two Arrested After Children Found In Filthy Living Conditions

(Lancaster, PA) -- Two people are in custody after Lancaster County officials said four children were discovered in filthy living conditions. Officers reportedly found feces on the floor along with rotting food and bugs when they entered the home in Manheim Township last Friday. Investigators said one of the children would regularly leave the home and have to be brought back by neighbors. The two arrested, 32-year-old Sarah Clinger and 28-year-old Ulysiss Torres, are charged with endangering the welfare of children.
