(Harrisburg, PA) -- Pennsylvania Governor Josh Shapiro has unveiled plans to help the state implement clean energy policies. The governor said Wednesday that he'll back so-called carbon-pricing legislation that would make the state's power plant owners pay for their greenhouse gas emissions. It would also mandate that utilities buy at least half of their electricity from renewable sources. The proposals are already being shot down by lawmakers who back natural gas producers.
