Rates for individual plans under the Affordable Care Act are increasing in Pennsylvania. The state's acting insurance commissioner, Jessica Altman, made the announcement yesterday saying the average bump in price will be about 30-percent. Altman says President Trump's refusal to make cost-sharing payments and Congress' inaction are to blame for the consumer increases. Open enrollment for 2018 plans starts November 1st.
