A mass mailing of racist letters in Montgomery County isn't a hate crime. Police say the flyers aren't a crime of any kind. Some people in East Greenville, Red Hill and Upper Perkiomen got White and Proud Nazi letters on Tuesday. Some letters included a swastika and a quote from Adolf Hitler on the back. State officials say to be a hate crime, you have to have hateful speech or conduct with other criminal acts like a specific physical threat or property crime.
