Governor Tom Wolf is tired of waiting for a budget plan. The governor spoke yesterday, saying he is being forced to act on his own. Wolf says he will borrow from the state's liquor revenue to pay the bills, explaining he had no choice after the House's failure to vote on a severance tax or a hotel tax this week. The loan from the liquor control system will be over a billion dollars and paid back over many years.
