One of the people involved in Allentown's pay-to-play scandal is being sentenced. Patrick Regan was sentenced to three years of probation and community service yesterday in federal court in Philadelphia. Regan pleaded guilty in June to one count of conspiracy to commit mail fraud and wire fraud. Court documents show he conspired with former Allentown Managing Director Francis Dougherty to award contracts to upgrade the city's street lights to Regan's company, The Efficiency Network.
