West Goshen police say they've identified the teen responsible for making racist posts and threats on Instagram. The student was not yet in custody as of last night, but an arrest is expected. The threats targeted students at West Chester East High School in Chester County. Most of those who were threatened were either black or Hispanic. The West Chester Area School District superintendent says the threats are tied to other threats made at other schools, including Central Bucks West in Doylestown.
