Pennsylvania's drivers are not the worst in the country. The state's drivers came in 31st in SmartAsset's second annual study on the states with the worst drivers. The rankings were determined by looking at deaths per 100-million vehicle miles driven, arrests for driving under the influence per one-thousand drivers, percentage of insured drivers and Google Trends on driving tickets. The study found Florida has the nation's worst drivers.
