The Lancaster County SPCA is going out of business. The group announced that yesterday was the last day it would accept owner-surrendered pets and stray cats. The shelter will now operate as an animal control facility accepting only stray dogs brought in by police. Officials say the closure is due to a "failed business model and lack of funds."
