A York School District employee is under investigation after allegedly assaulting a special needs student. Charles Smith, who is a personal care assistant for the district, is accused of grabbing a third-grader by the throat at Hannah Penn at the end of March. The nine-year-old has aggressive tendencies and was reportedly acting out the day of the incident. Smith told police he was bitten during the scuffle and tried to put the student in a semi-choke hold to restrain him. A spokesperson for the district says Smith is still an employee but is on leave until the investigation is over.
