A former Pennsylvania State Police trooper is going to prison for kicking a handcuffed suspect. Ryan Luckenbaugh was sentenced yesterday to nine-to-22 months behind bars for the 2015 incident. The suspect was seen skateboarding the wrong way down 2nd Street and was later tased and maced during his arrest. Luckenbaugh was caught on camera kicking the man but lied about the incident saying the suspect hit a police car and spit on it.
