The Cumberland County Library System is instituting a zero-balance policy. Starting March 1st, patrons will have to pay their fines in full before checking out materials, using the computers or accessing electronic services. They are currently allowed to carry a balance of up to five dollars. Library officials say the fines assure items are available when expected.
