TOP HEADLINES FOR 11/18

A search is underway for two missing Pennsylvania girls who were believed to have been kidnapped by their father, a former Baltimore County police officer. Six-year-old Aaminah Vicosa and seven-year-old Giana Vicosa were last seen in Windsor Township yesterday morning. State police say Robert Vicosa took a woman at gunpoint from her home before stealing her car and fleeing the Red Lion School area with his daughters. He's believed to be driving a black Lexus or Infiniti G35 with Pennsylvania plates. Vicosa was fired from his job with Baltimore County PD in August, and police believe his girls are in extreme danger.

(Harrisburg, PA) -- It's an apparent victory for people who depend on tips for income in Pennsylvania and eight other states. Pennsylvania State Attorney General Josh Shapiro says he's help resolved a federal lawsuit that overturns a Trump-era mandate about tip wages. Under the new role, tipped workers will now only make the tipped minimum wage of two dollars and 13 cents per hour when most of their work generates tips and Shapiro says that protects them from wage theft. The new regulations also create a limit of 30 minutes for non-tipped work.

(Salisbury, PA) -- Officials say the two firefighters who were badly hurt in battling a blaze at a mansion in Salisbury Township early Tuesday are now recovering. The two South Whitehall Township firefighters suffered burn and trauma injuries and are now in stable condition at a Lehigh Valley Hospital. The cause of the fire at the six and a half million-dollar home is under investigation. Town officials say the new buyers had just closed on the house Monday before it caught fire.

(Harrisburg, PA) -- The latest data from the Pennsylvania Department of Health show some steady increases in COVID inoculations in the Commonwealth. As of earlier this week, there are just under eight million fully vaccinated people in Pennsylvania, translating to almost 62% of the population. An additional 2.62 million people are in need of their follow-up shot. In total, a little under 19-million shots have been put into the arms of ten and a half million people, or 82% of the state's residents.

(Philadelphia, PA) -- A Philadelphia Phillies starter has been edged out of his nomination for the Cy Young Award in the National League. In announcements made Wednesday night, Zack Wheeler did not get the award -- it instead went to Milwaukee Brewers starter Corbin Burnes. Burnes and Wheeler each received 12 first-place votes. But the Brewer had 14 second-place votes to Wheeler's nine to finish 10 points ahead of him. Burnes also was chosen over Max Scherzer of the Los Angeles Dodgers. 

>>Lehigh Board Of Elections Members Threatened With Removal If Extra Ballots Are Counted

(Harrisburg, PA) -- The Lehigh County Board of Elections would like to allow mail-in ballots that weren't dated to be counted for the November 2nd Lehigh County judicial race. That move has upset state House Republicans who've threatened to remove members of the Lehigh County Board of Elections if they allow the votes to be counted. The election was for three judges and the additional ballots could change the outcome of the race if some of the votes go to the fourth-place candidate. Whether to count the additional ballots will be decided by the Lehigh County Court of Common Pleas.

>>Central Berks Police Investigating Driver After Teen is Injured in Hit-and-Run Incident

(Lower Alsace Township, PA) -- A 13-year-old hit-and-run victim has been released from the hospital as the investigation to find answers in the case continues. The hit-and-run happened near Roosevelt and Columbia Streets in Stony Creek Monday afternoon. The boy reportedly fell when in the street and his legs were run over by a driver who didn't stop. Central Berks Police say the driver told them the teen ran into the side of his car, but he didn't realize he was injured when he drove off. The PD is considering charges against the driver, saying it's never okay to leave a scene without calling for help.

(Reading, PA) -- U.S. marshals have picked up a New York man in the Bronx who allegedly threatened two Berks County judges. A news release from the Berks County District Attorney's Office says Tyrel Smith called one judge's wife and court administrators and threatened to quote - "be like a school shooter in the courtroom." He also allegedly threatened to kill his ex-girlfriend. Smith had been scheduled to appear in court in Reading on terroristic threat and harassment charges.

>>Proposed Waterfront Roadway Project to Get $21-Million Federal Grant

(Allentown, PA) -- Project managers say work on a long-proposed road on the Allentown waterfront should be moving along, now that the project has been promised a $21-million federal grant. The funds are coming through the Department of Transportation's RAISE program for the project that will eventually connect three cities along the waterway. The Lehigh Valley Planning Commission says the work will include a scenic commuter trail and a road from the Riverfront into Whitehall Township. The overall project is expected to cost nearly $56-million and the first part of it is expected to open next fall.

>>New Music Building Planned for Lycoming College

(Williamsport, PA) -- Things will look a lot different a year from now at the southeast corner of Basin and Fourth streets in Williamsport's Old City neighborhood. On Wednesday, Lycoming College broke ground on a planned new music building at that location that will, when finished, provide straight access to Shangraw Performance Hall. The new building will be a 14-thousand-foot facility that will also offer an outdoor performing space. Over five and a half million dollars has been raised to build the facility.

(Coatesville, PA) -- A homicide victim who was found in New Jersey 30 years ago has been identified as a missing teen from Coatesville. A news release from the Warren County Prosecutor's Office says the teen had been nicknamed the "Tiger Lady" because of a large tiger tattoo on her calf, that's like one found on the guitar of Grateful Dead member Jerry Garcia. They say the band performed in New York a few weeks before the body was found. The Warren County Prosecutor and New Jersey State Police Cold Case Unit will be making a major announcement regarding the case Friday morning. 

>>Transgender Woman Who Aimed Gun at Officers During Police-Involved Incident Sentenced 

(Reading, PA) -- A person who was shot by Reading police while pointing a gun at officers has been sentenced to up to three years in prison. Lakim Miller-Nock entered into a plea deal to get the reduced charges. Miller-Nock, a transgender woman who prefers to be known as Roxanne Moore, was involved in an incident September 13th where officers said she took a gun from someone at an apartment complex, aimed it at group of people and then at the officers. They then fired at her and struck her several times. The Berks County district attorney says Miller-Nock's prison time will be followed by six years of probation.
