(Harrisburg, PA) -- Over 600-thousand people are planning on using either absentee or mail-in ballots for the upcoming municipal primary. The Department of State says they are on pace to set a record for participation in a municipal primary. Applications for mail-in ballots must be completed by Tuesday May 11th, with the primary election one week later.
