Many parking tickets are not being enforced in Lancaster

Thousands of Lancaster parking tickets are not being enforced.  When the Lancaster Parking Authority took over enforcement from the city, it had only a short window of time before it had to start ticketing.  A new computer system is now up and running but can't process a large backlog of tickets more than a month old.  The parking authority did send out letters to motorists who got the tickets and about ten-percent paid.
