Ex-chief pleads guilty

A former police chief is serving probation for stealing gaming tickets from a Harrisburg social club.  Howard Dougherty pleaded guilty Wednesday and was sentenced to 18 months.  Dougherty was president of the Maennerchor social club when he was caught on surveillance stealing the tickets in 2016.  Dougherty is the former chief of the West Shore Regional Police Department and the former borough manager of Lemoyne.
